- Establish the organizational structure and the roles of each member
- Define short-, medium-, and long-term goals
- Establish an action plan for the first 6 months

- Establish contacts with key organizations and individuals in the sector
- Identify the interests and resources of individuals and organizations
- Establish a secure initial contact with stakeholders
- Develop a collaboration and cooperation plan
*Phase 3: Expansion and Consolidation (2-4 years)*
- Expand support and collaboration to other states and at the national level
- Establish strong relationships with key organizations and individuals in El Salvador, Mexico, Italy, and the United States
- Encourage leaders to participate in volunteer activities
- Develop and improve the website platform and virtual assistant
